Job Purpose

The Senior Proposals Engineer will be responsible to develop profitable but realistic estimations and proposals, estimating the labor and materials required for tendered work, based on surveys and/or client supplied specifications.

What you’ll do

Proposal and Estimation

• To operate from our registered office in Abu Dhabi or any other office as may be deemed necessary to service company clients and to operate to the company QMS as laid out in the manual.
• Responsible directly to the Head of Proposals you will be involved in the estimation of projects as required by our clients. You will be required to liaise with Harris Pye functional units, clients, suppliers and other third parties involved in the process.
• Assist the Commercial and Business developer to quote and obtain work from our client base.
• To estimate and prepare accurate quotations for the specified enquires.
• Support the evaluation of the Request for Proposal/Quotation (RFP/RFQ) documentation received from the client and for the Decision “BID No BID”.
• Once the Job is Awarded, support in creating and updating budgets, assuring accuracy and consistency with the estimations.
• From time to time, you will be set other objectives as defined by senior management with the objective of growth for the division.
• Preparing — in cooperation with Project Manager — Change Orders.
• Cooperation with company procurement services to get prices for material, services, and equipment, etc.; keep in record of supplier offers (Cost Database).
• Client visits may be required with travel and site surveys.
• On completion of the contract, participating in the conclusion or close out meeting

Taking ownership of organization’s QHSE policy

• Accountable to create a safe working environment, managing risks and reducing exposure to hazards to levels practically achievable and ensuring implementation of QHSE Policy.
• Complying with all IMS Procedures, QA/QC standards as applicable to deliver works safely maintain highest standards of quality with minimal environmental impacts.
• Wear appropriate safety or protective equipment as identified required through risk assessments or as specified, at all times.
• Contributing to the enhancement of quality, health, safety, and environment within the organization.

In addition to the above, all supervisors and managers have a duty of care to ensure that a safe place of work is maintained and that appropriate welfare facilities are provided. Also, to ensure that all hazardous situations and possible hazardous conditions are identified and avoided. Workers must be briefed on the hazards likely to be presented, with the knowledge that the risks have been calculated, and must be informed of the controls required to mitigate those risks.

What we’re looking for

• Degree / Diploma in Mechanical Engineer or equivalent recognized engineering qualification
• Substantial experience using MS Office Suite.
• Demonstrated extensive experience in estimation and proposal writing covering all typical sections
• Understanding technical drawings, fabrication methods, NDE, controls and tests
• Technical awareness including an understanding of industrial standards and codes for Power and Oil and gas sectors, with specific knowledge of ASME Codes. (Offshore industry knowledge is a plus).
• Familiar with ADNOC

• Experience in Estimations for:

• Land Site Erection of Plants & Equipment like: Pressure Equipment , like Boiler, HRSG, Pressure vessels and Heat Exchangers
• Industrial Piping Fabrication and erection.
• Turn around and repairs

• Capable to prepare RFQs and Handle subcontractors for:

• Materials & Equipment NDE
• PHWT
• Scaffolding Painting & Coating
• Insulation / Refractory
• Third Part Inspection Body

• Able to work to tight timescales particularly when developing proposals
• Build good, professional relationships with all staff.
• Team and action oriented; proactive in prioritizing own workload
• Good communication skills
